A world war or an alien invasion. Nothing unites humans better than tribal thinking and some galactic neighbours showing up and blowing up a few landmarks a la Independence Day is exactly what we need. I remember that Sim City had a button for alien invasion and it was excellent.

Small communities given the power to implement small changes and political systems capable of sustaining a purpose other than 'getting elected next time' is very much the order of the day.
