Another excellent article - and I wholeheartedly agree that your policing system needs to change. In my country the vast majority of police officers aren't armed - but we still have armed response units. They will respond to incidents when someone is threatening life and are always the final measure. It took these armed police officers 8 minutes to execute three terrorists in London Bridge - they were past the point of negotiation ideologically and physically.

I don't think you will be able to undo the racial prejudice of police officers. I don't think you'll be able to train police officers not to reach for their weapons rather than their tasers in high-stress situations (muscle memory kicks in and overrides the complex rational part of the brain).

I think your best bet is for one large city's police force to give up their guns, re-train with different techniques for both de-escalation and subduing people. Then give the officers a pay rise. That city should also employ an armed response unit for exceptional circumstances but calling in the cavalry should constitute force with a deadly weapon. If you're the officer that deploys them - and you're wrong, you face the consequences - so make the right choice.

After a year. Review. Compare and contrast with other cities in the US. I think your death figures will plummet, your social happiness will go up and I think whilst interactions may not still be entirely free from racial bias, we will see less death of black and brown folks. If police officers are routinely murdered then it isn't the right approach to take. As always it's about balance.
