Given the fact that the US has very little in the way of social security, I'm not sure it was much of a choice for people to go back to work, rather than a total necessity that everything started moving again. The US is a capitalist machine with very few failsafes, you can't switch it off for an oil change like we did in UK - we have a backup generator called democratic socialism. You got very little to keep your country from descending into riots and chaos in low income areas.
