Higher Education should be a) free and b) incredibly difficult to get into. Universities should be a place where only the most gifted and intelligent get in - and that should be rigorously tested independent of whatever happens at your school. That means legacy placements must be abolished - as should affirmative action. Both of these things skew away from what you're testing for - latent intelligence, ability and aptitude. You want your University educated members of society to be the elite intelligence marines, deployable to solve social problems, not using the system to create a legion of debt payers who must work indefinitely as the value of their effort decreases year on year.
