I disagree in part. I think ‘competence’ as Peterson defines it, is the total set of skills available for any given task, the more complex the task, the more diversity needs to be in the skillset.

Brain surgery requires intricate dexterity and lengthy concentration. Being a quarterback also requires dexterity but the concentration required must be shorter term. When it comes to politics, the list of skills required is quite lengthy and it depends where and what your political ambitions are. I would expect to see a cabinet made up of a mixed group of skills, but I would expect them to be competent at all the base levels. Nepotism and classism circumvents this and creates a political class devoid of talent.

I dont think Peterson is saying that women can’t have the roles, I think he’s saying the methodology of quotas is flawed. If we can get nepotism and quotas out in one fluid movement, I think we’d have a far better chance at creating a competent political class. That could be 95% female or 95% male but is more likely to be a fairly equal blend of the two.
