I fear you're not going to like my answer.... the nation state. We do it here (to a degree) with universal child allowance aimed to ease the childcare burdens. At the moment we effectively pay teachers to parent kids whilst they're at school, expect businesses to raise wages to support parents to pay for professional parents to take over whilst the real parents are at work. This always seemed counter productive.

In essence, I don't mind how it's done but it should be done better than it is. :o)
