I think higher corporation taxation and better child allowance payments in the first instance, followed by specialist parenting classes and drop in centres for pooling resources - better paternity and maternity pay and vouchers for childcare.

If I was being really socialist about it - and sometimes I am. I would also suggest that nursing homes and nurseries are in the same building. This tends to have a good outcome for both groups. :o)
