I think that's open to a whole raft of complex interpretation around the word 'workplace'. Many companies and businesses are made up of multiple workplaces. Does the behaviour of a group of police officers in Detroit mean there is a systemic problem with the police in the US, the police in Michigan or is the problem located in the small system of officers inside Detroit itself? Or the precinct to which the officers belong? How does one go about proving systemic prejudice without defining carefully what constitutes a system?
