I think the Telegraph, like most newspapers wants to sell papers and will tell its readers whatever they want to hear. In this instance there was outrage that a man who had been convicted was allowed to take a high paying job as a footballer (a dream denied to many young men). You're right of course, there is no protection issue in the average football team which would require disclosure and barring, but once the general public is told what to think, they're happy to see their thoughts echoed back to them.
