I think they're currently there to placate by the sounds of it - but there's no reason why criminal convictions couldn't be secured in a bilateral agreement. I don't think the UK would sign up to it - but we do maintain a no-fly list for sex-offenders heading to the Philippines, so there is some cross-border cooperation. Singer and paedophile Gary Glitter (Paul Gadd) is banned from flying there. A child, a DNA test and a birth certificate is incontrovertible proof of statutory rape in the UK, wouldn't matter if the defendant claimed to 'not know' the age of the child he raped, sex offenders register for life with reparations and jail time should be mandatory.
