I think you've got the key decisions down here - I'd elect you for President if I could. I don't get a vote. The only lever I would pull (that you haven't) is there would be significant taxes placed on gun ownership and gun purchase, with taxes specifically going to support meeting the costs of the guns going wrong elsewhere in society, medical costs, school security etc. If you want to have a big unnecessary gun which fires lots of bullets, it should be considered a luxury item and taxed that way. This is what we do with alcohol and cigarettes here in the UK. The VAT on them is offset against the damage they do to the fabric of society. If fewer people drink/smoke the Government gets less revenue, but the cost of providing cancer treatments goes down. :o)
