I'm about to head to work - and you keep picking vintage Penguin to respond to, so I'm not sure what I argued in the first place, but I did want to swoop in and say 'tribal law?!?!?' - do Native Americans have the constitutional power to make laws which apply on their land? How did I not know this? This is a whole avenue of law I need to look into!
