It was more a general comment to include the failure of the U.K. and US (amongst others) to accept Jewish refugees SS St Louis etc. One could also make the argument that had the Allied Forces heard of a Holocaust happening to British or American citizens, they may have been quicker to act than they were. Then again perhaps not.
