It’s tough, because of the nature of society the structures don’t lend themselves to the flow of information. Often in child protection cases, the key piece of information is found with the person who the child is most comfortable with…. This person isn’t often the most trained to deal with the information. So you have situations where the dinner lady knows something and wants to help, but the head-teacher and safeguarding lead attends the meeting after being briefed by the teacher. Social workers (the good ones) learn to gather information from everyone and behave like they’re solving a jigsaw in which anyone can have a corner piece, the less good ones attend meetings and get briefed on what the overall picture should look like from people who understand the concept of jigsaws overall.
