JK Rowling is a fiction writer, not someone who is forming public policy. I haven't read the book, and I suspect neither have you - but it's a work of fiction. If people use it as a basis for their world view or attempt to ban it on the grounds that it's hate speech then whichever side of the great trans-debate/debacle they're on, they're essentially idiots.
