That is a semantic difference around the word ‘plenty’. There were ‘a few’ is also true. To move from zero (as the OP suggested) into multiple countries infers plenty. To reframe it as a numerical figure based on the total number of countries that could have taken Jewish refugees would make it ‘a few’.
