That would theoretically have been the idea - but many grammar schools opted out. Where I'm from there were 8 independent grammar schools from the same 10 mile radius hoovering up the academically inclined - it meant the other schools in the area were significantly down overall. In other parts of the UK, the comprehensive system is exactly what it said on the tin, comprehensive but students are often streamed into the relevant ability classes for them.
