The answer to your question is no - because he didn't explain to a woman something she already had greater expertise and knowledge about. He may have been fluffy and lazy and summarised the positions of other people before making a fairly obvious addendum as a contribution, but unless that contribution was so obvious to everyone in the room and they were all female and he didn't allow them to talk before he did so and then positioned himself as an expert - then it wasn't mansplaining. It's just people in meetings being dicks. That's why I don't go to them. And when people in meetings are dicks, in my general observation of the few that I'm forced to attend, said dickishness is a fairly even split by genitalia and ranking.
