There are a few things I'd like to push back on - firstly that man is and male are interchangeable in your argument, as with woman and female. In my mind it is perfectly possible to be a female man or a male woman. The sex of the person and their presentation being entirely different thing - male and female being (intersex aside) immutable characteristics but man and women being expressions of those characteristics. So I would question and alter 14 to read ' a male identifying as a woman, has an accidental form of dressing and identifying as a woman, however his substantial form remains male' - whether or not you choose to acknowledge (or even know) about their substantial form is a matter for society to decide.
And, although I'm a big fan of law - it is black and white where real life presents grey. For example: Point 8. Being an 'adult' is mutable, we call it 'capacity' - so whilst someone with, for example, an extreme learning disability might be 'an adult', we do not treat them as though they were entirely an adult. We might allow mitigation for certain behaviours based on their capacity for adulthood.
And because i'm Argumentative - I might also disagree with (9) on the grounds that we could consider Homo-cyborgia to be in development. There may be a point where this becomes more interesting - particularly with AI and questions around consciousness - but I'll save that for another day. :o)
