There is a huge amount of confusion on the matter - much of it obscuring a sensible centre ground approach that would please absolutely nobody but would at least stop the infernal points scoring on both sides. Most of the time it doesn’t matter, when it does matter some tact and discussion is required - that needs to be in good faith and by sensible knowledgeable folks who can debate instead of screaming obscenities at each other.
