This is an interesting observation and I would encourage you to read the observation by Birds of Mind. He posits that girls are far worse at calibrating their position than boys - and I've certainly seen some drunken antics by female friends that wouldn't be tolerated the other way round. Power imbalance I guess.
I think a case could also be made that your conclusion is one being reached by some young men. It's just much easier not to hit on women.
I had a friend who was a militant feminist, every interaction with a male was tinged with suspicion. Any guy who hit on her was up to something and a direct threat - any guy who looked at her from afar was a passive threat. They were all a threat regardless of behaviour. Men very soon learned not to hit on her, she gave off that energy. She was waiting for Idris Elba, or someone in that vein (she had a problematic thing for muscular black men) but those men never came. It was sad in a way, what she needed was deprogramming and perhaps some therapy - what she got was false empowerment and loneliness. I suspect she is still a virgin and still unapproachable. Perhaps that was what she wanted.
She never considered approaching men she fancied (the small few)... which in her case would've been the best plan as she was particularly forthright.
