This is fair, which is why the feminist push must be towards better legal outcomes (like criminalising upskirting as we did here in the UK) or pushing for faster/better collection of evidence, specialist sex-crime courts, better judges and quicker trials. The feminist approach must be about systemic change towards fairness - it cannot be about vigilante social media hunts. For one thing, men will not get on board with this - and it will a) cease to become effective (see Amber Heard) and b) this will lead within a few years to acts of retaliation. Feminism needs to focus its attention on how it dealt with Weinstein in the courts and not how it dealt with Depp in the papers/social media. Pointing out the strategic strengths of legalism over social justice generally gets people accused of ‘hating women’ - that’s going to be problematic in the long run.
