We say ‘bless your little heart’ here - but it’s usually delivered with sincerity or after someone has told you about something they did that requires sympathy or mild amusement.

If my friend told me she’d accidentally paid over the odds for the wrong thing, I might say ‘oh bless your heart’ - but it isn’t a stinging barb like ‘with all due respect’ - it’s usually endearing.
