Well in that case, I would argue if you have a neighbouring country with ideas of expanding its borders, it would not be prudent to grant them a casus belli - if they can turn a defensive war into a land grab then it would be best to leave well enough alone. Unless of course you believe you have military superiority…. In which case it would be prudent to remove them entirely.
