Yes, but you cannot police what is implied by a slap. You can only police what occurs. It may be that men are capable of slapping harder but this is irrelevant - and a slap from either a man or a woman is somewhere between words and a punch.

It can be presumed that either party is capable of picking up a knife or gun, or enacting an extreme act of violence, in which case neither a man or woman is safer than the other. Men are FAR more likely to resort to extreme violence, but not all men are, and some women are very capable of it.

A slap independent of the genitals it came from is an indication of someone who is prepared to assault another. That's all which needs to agreed and all which needs to be prosecuted. :o)
